I do not succeed in reproducing the problem,
As it occurs with September month, could you kindly download https://www.forexfactory.com/calendar.php?month=sep.2013 (File / Save as) under normal (Greek) settings and post the result as you did for August?
Maybe the problem has something to do with settings in my computer only? Anyway, thanks for trying to solve a problem that seems to occur only with my computer.
To be frank, I think that it will be difficult for me to solve this issue at distance. I am not very fluent in the way regional settings are handled by browser and Java and, for obvious reasons, I cannot reproduce your Greek environment on my computer.
(As a side note, I studied Ancient Greek when I was younger at school, and I liked it... a lot!)
Nevertheless, as a last attempt, could you try the attached Jar file in which I made a modification?

Thank you for the program Economic Events Downloader!
I use this program during the trade, as well as for testing of expert advisors on history data.
But I have a problem with using this program.
Program downloads files FutureEconomicEvents.txt and HistoricalEconomicEvents.txt.
These files are saved in the folder from which the program is running by user.
But these files can also be stored in other folders, for example:
C:\Program Files\BostonPrimeMT4\
or even in the Desktop!!! (sometimes, in Windows 2003 Server)
This happens when the program is started from MQL4 code via WinAPI.
