It looks to me like the $39/mo would come out of your commissions, so it would be free, but you still have to pay for the data bundle - another $39/mo.

On the subscription page, I see a price of $39/mo...

On the subscription page, I see a price of $39/mo for TWS users vs $69 for non-IB , but with a $0.40 discount for each $1 in commissions, so it looks like the platform itself is pretty easily paid...
