No, it certainly does not. And "23.38% passed" does not mean that 23.38% of attempts were successful. Many people try multiple accounts on multiple occasions.

I believe this arises only after being funded, so one need not factor it in during the "qualifying period" - that is only on demo, anyway?
This is maybe a questionable business model, anyway....
