No, it's definitely StepMA. It goes flat when price is not trending much because that's what the "step" part is all about. It does that for any type of bar. You can see this in the chart posted by ...

It's StepMA. the "TenthPip" and "kv" parameters in Properties are for StepMA.

The other guesses are good ones too. There are a few things floating around that look like that.
