Could someone tell me if there's a way to change the blue border on the top of a NT chart to a different color???

The window border is controlled by your Window's Theme.
If you change those, then NT will also change.
The setting for the blue border is usually the Active Title Background.

That did the trick. You taught me something today. Thank you. My chart borders are now gray instead of blue. Compliments my black background charts. No more glaring blue in between the charts.
