1. Some wrong doing found, minuscule fines imposed, no criminal action taken, everything continues.
2. No wrong doing found --- prices just mystically shoot up immediately at the pump when oil futures trade higher, but take weeks and weeks to come down (and not in equal percentage) when oil futures trade lower.
