Am using trial version currently of MC.NET, so am relatively new with this platform. For those more experienced with MC.NET, can one create a rotational based strategy with it?

For example, AmiBroker has this capability for quite some time via a special mode you can put the backtester into: AmiBroker Enable Rotational Trading
