There certainly is no NT supported way, but with C# and a bit of wizardry it would probably be possible. BUT it would be rather complicated and it would likely be very CPU intensive. So the simple answer would be no, it can't be done...

Could there maybe be a simpler solution to your problem (not asking you what you need it for)?

Some display adapters running Windows (7) will allow the screen to be rotated with control keys or via the control panel. I think it is CTRL + ALT + arrow keys.

I get calls from people all the time wanting to know how to get it back vertical cause they accidentally hit the key combo.

If you are quick, you could even make it revolve to music

Yeah, I assume there are some applications like the magnifier software on win7 that will allow me to flip the screen of anything it is hovering over. The software ZOOMY Is okay, but It doesn't update after I release the mouse in PermaMode. I like this external method because it won't require specific coding on other platforms.

This use to be a tradition at my work when we used WinXp to mess with new employees when they went to lunch. Thankfully alt shift PrtScrn still works
