Is there a way to add the following condition with the strategy wizard: "do not open position is previous bar open was at 9:30AM"? I am trying to do it but can't find a solution without coding...

I think that you can't do it with the wizard. And to be brutally honest, the wizard is pretty useless, if you want to have a custom strategy, in almost all cases there will be no way around coding it (which is pretty easy, the help files are excellent).
