I would like to learn to program.
I also want to program a system I am researching for a long time, and I think you need to program it to move forward

You can search c# tutorials to find a bunch of stuff on the internet, here's one I found looks ok, ZetCode C# tutorial or you can buy a book, e.g. c# for dummies. To learn how to program in metatrader, then you will also need to study existing code and/or study the metatrader documentation, reason being there are interface members specific to each trading platform that you have to learn in order tell it what to do. You won't find this information in generic C# documentation. If you want to pay a few hundred (thousand?) dollars then you could also look to see if your local college offers any classes.
