The Download section only contains entries that users have specifically Uploaded to it. Users are reminded to use this section every single time they open the post attachment window, however, many users do not do it.

In addition, if you want to find specific Downloads by a particular poster, you can click their profile name to the left of every post and use the dropdown option.

Last, the Attachment Search option was created (Search - Attachments from the navbar) to let you search all attachments within posts on all threads of the site easily. It lets you easily find attachments by keyword or username.
