Can you help answer these questions from other members on NexusFi?
Just fyi, typing in all capitals is considered yelling.
You cannot use an MT4 indicator in NinjaTrader directly. It would need to be recoded to NinjaTrader's Ninjascript (C#) based language.
You can change the parameters of the existing NinjaTrader MACD to 5, 13, 1 directly via the indicator panel. As far as the coloring you are saying advance/decline which I am guessing is the MACD waveform rising/falling. If so, the existing MACD does not do this.
There are various MACDs with color changing capability here but they are in the Elite members area.
If you go to NinjaTraders support forum, there are 3 variations of MACD that will meet your needs there.
Regards and Welcome.

Here is an updated version of the MACDUniversal. There are 29 different moving averages that can be selected as fast MA, slow MA or for calculating the signal line. The indicator also comes with a trend filter, which has three different states
Play around with the settings, they may be better in some market conditions and worse in others. As its based on MA's it can lag the price action so if you going to code it up you may look at experimenting with different types of MA's (as well as the parameters as in this thread) to reduce the lag and secondly give the clean momentum swings.
