You can draw horizontal lines easily on top of the Williams indicator. In the list of studies, find the one called "Horizontal Lines", and add this beneath the Williams study. To make it work, there a few things you need to change in the settings.
Firstly, change the Chart Region to the same number as the Williams study. Also, in the Based On box, change it to use Williams %R.
Then click on each of the Line Value parameters and enter the level that you want the line to appear at. Remember that the Williams indicator uses negative numbers, so enter -20 for example.
Finally, go the the Subgraphs tab. By default it is set to ignore everything but the first line, so if you have, say, 4 lines to be drawn, change the draw style to Line for the next 3 lines. Finally, you may want to change the default colours of the lines.
