Could be java or C#. If I recall correctly, ThinkScript has a java like syntax that could look like this fragment. On the other hand, it could be a fragment of C# code from Ninja.

Essentially, I can tell that "a", "mov" and "trend" are variables, the latter 2 with lookback capability and "nz" seems to be a method (function). The ? and : is an if-then-else construct that says if the condition "(mov != 0) and (mov != mov[1])" is true then assign the value in variable "mov" to the variable "a" otherwise assign the output of the call "nz(trend[1])" to the variable "a".
