If I have enabled an alert on a trendline in my chart and the chart is not open, will TS still notify me of the alert or is it only applicable if the chart is open? If it does not work when the chart is not open then is there any workaround so that I can monitor for trendline intrabar breakouts or what not in radarscreen?

to my knowledge TS can't monitor closed charts or workspaces for alerts. I guess you could monitor the breakouts in Radarscreen, but the trick will be to "get" the trendlines into the radar indicator. For horizontal lines you could just input the prices into the Radarscreen indicator, but if you have trendlines with a slope that you drew manually you'd need to send them from the chart to the indicator using something like ELC or Global Dictionary.
