Question about last minute trading in SPY.

For the past few weeks I have been watching the market close by looking at SPY for the last 5-10 minutes. I use TOS' Active Trader and I have noticed that everyday at 4:00 a trade is made that is always substantially larger than the volume at 3:59. For example today, the trade was 9,921,505 shares at 197.90. Does anyone know where this comes from?

BTW: This is my first post. I joined a month ago and have just been peeping around. Sorry if I posted this in the wrong place.
