hello @zbear ....you can use these 2 Indicators to achieve what you want to do:
First one will Label the Swing High/Lows also with Price label.
Second one will be applied to Left Margin of your Chart for easy access to Drawing Tools including Text Notes.
posting 2 Charts showing the 2 Indicators, as well as the Indicator downloads.

it is in the thread i mentioned pages 1306-1308....Request from @Bsinks was looking for the same thing you are.
i am using another platform that will do the ray like you want, and then apply notes.
Contact @Bsinks to see if he was able to find that Indicator you both are seeking.
Here is what I have so far........these are not finished.......they work but the BSHR file has a button that goes on the tool strip. If you try to delete one of the lines every thing will go away including the button......I'm in the process right now trying to find some one to complete it.
