I suspect because the EuroZone have agreed to do it (and this is why the UK didn't want any part of the new EU treaty) the advocates for it in the US have got a new lease of life.

this is a socialist-marxist approach. it starts with a small amount and goes higher and higher every year until it reaches a large fraction of each trade taking out the principal. that is the goal.
socialists in europe are desperate. in fear. they see how everything goes down and there is no financing any more. southern europe is bankrupt and central/northern europe is not able to finance even part of the debt of southern europe. this is only the beginning. but it is a huge opportunity for shortselling
