On Bloomberg I sometimes see charts that show the total positions short and long for the CL, the ES, etc.

Is this information that is publicly available? and if so, where do I get it?

The Open Interest Data is available almost anywhere. That will show you how many current open contracts there are.

The US Commodity Futures Trading Commission (CFTC) also publish weekly Commitment of Traders (COT) Reports that show what the long and short position of commercials vs non-commercial vs small-traders. I suspect this is what you are referring to.
