Looking for a way to update my a spreadsheet daily and out Horizontal lines into my chart at those corresponding price levels.

I think its better to use built-in study "Horizontal Lines"

Could you add the Horizontal Line (HL) study with the Spreadsheet (SS) study and have a calculated value update the HL study column, in the SS?

No, but the Spreadsheet Study study can directly draw lines based on a calculated value.
