Is anybody available to code this for me?

Platform: NT 7
Would be two separate indicators (instances):
Desirable percent input: .005 (Half of 1%)
Selectable (If possible): Use Close or Average for calculating within percent. If not possible just use bar close.
Signal would generate on bar close. I guess I could also displace forward when i feed into bloodhound.

Signal Condition:
1.) Bar Close > Bar Open
2.) Bar Close (58.76) and Bar Low (58.67) are within desirable percent input (.005) of each other
*Debating to use Bar Close or Average of Bar Close and Bar Low for calculating above
Bar Close Formula: (Bar Close – Bar Low)/Bar Close=X
Bar Average Formula: (Bar Close – Bar Low)/((Bar Close + Bar Low)/2)=X
3.) Would have to output true/false on close of bar
