What are the requirements for opening a futures trade account? The primary strategy are numerous, short term intraday trades - essentially a scalping strategy. Stop losses would be no more than 2% of the account. No margin trading. Would a person be required to have a minimum of 25k in their account? If that is a requirement and the account were less than 25k, would that person only be allowed 3 trades / 5 trading days before requiring 25k in the account?

This 25k requirement is for day-trading stocks (and not futures).
You can find brokers which allow you to open an account (futures) with just 3k (or less), but this doesn't make sense.
I would say 7k to 10k for each contract you want to trade is a good #.
