I assume that you are not talking about the price markers, but about the custom labels on the chart. In order to plot those labels you would need to use an indicator with a custom plot that allows for displaying those labels. It is not a standard NinjaTrader feature.
For example, the chart attached shows similar levels, which are drawn via a custom plot.
