If you are talking about Metatrader HST file then there are tools for that

One example is :

I just found this software( https://forexsb.com/forex-strategy-builder) . You can download the demo and convert hst to csv for free (https://forexsb.com/wiki/fsbpro_guide/mt4_hst_import_help).
It works.
