I have looked through all the docs for tradestation and done a host of googling and cannot find this possibly simple answer - so I apologize if this is somewhere else. I've tried hard to find it

I know how to do this in a strategy, but manually, how can I basically say "sell at market next bar open" or like during off hours "sell at market when market is open next"?

For instance, I wanted to try a gold futures strategy (manually) that was buy the open on friday and close it at the open monday. On friday, I tried using like the activation rules and told it to not send my order until after the friday market close, but that order "expired" and now on the weekend, it's not letting me just enter a resting order to send a market order on the opening Sunday night.

All or most platforms are set using "DAY" orders. In your case you have to use a GTC (good till canceled) order.
