Does anyone know if the proposed wash sale provisions were included in the new infrastructure bill that just passed? I am not a US trader, but I imagine that these changes could have a general impact on trading and the liquidity of US futures markets...

From what I understand, all that passed was an infrastructure bill. The Build Back Better bill which focuses on climate change and the social safety net has not yet been passed.

Yes, they are doing Biden's New Deal as a separate vote as has been the plan all along. Supposed to go through reconciliation as no one expects the Senate to pass it without changes. The roads and bridges bill was already passed by the Senate. Expect the lobbyists have their long knives out for the reconciliation process.

Major tax changes always translates as an opportunity to shake down who ever is going to be taxed so they can rebuild the campaign war chest for 2022. If the Bernie Sanders party pushes too hard on Wall Street they will find themselves challenged in the primaries by very well funded candidates.
