I’m working with Rithmic plan 25 $/month and vps with vpsserver.com, my latency is 4.000-5.000 micro seconds and I need more faster latency. My broker is Phillip with NT8. Someone can you tell me your feedback or experience for that.

Consider using Rithmic's own VPS servers, from their sister company, theomne.net.

I done, but I did’nt see difference with other vps in Chicago more cheap.
