I have come across an interesting system on TOS but from what I have read TOS studies are not locked if code is shared to you. Is this true?
The reason why I am asking is that my platform is Ninjatrader 8 and I was thinking that perhaps I could try to port it over on to my platform.

Only indicators licensed by TOS are "locked" but third-party scripts are not. Some programmers try to use "smoke and mirrors" and obfuscate the script/code by making it more complex than they need to in attempt to try to confuse users. One example would be not using conventional name methods but rather just random sets of letters and numbers to define variables. Another I've seen is by using mathematical functions to come up with a specific number instead of using that number directly in the script.
