In most cases this is really a software issue, rather than a broker issue. Obviously in the cases where a broker has their own software (eg Interactive Brokers) then they are the same.
Trading Technologies allows you to trade pretty much every exchange tradable spread in the world. I have traded treasury spreads on TT. TT can be used with lots of brokers but its not free or even cheap.
Tradestation's main software does not allow you to trade any exchange tradable spreads.
