Every vendor has different rules. Most vendors don't allow you to resell as effectively they are potentially losing a sale.
If you are in the EU, I believe EU laws override this and you are allowed to resell.
Thanks IQ, some of the indicators which work for me are also luckily the ones who allow me to pass them along to one family member and have provision for registering that.
