It's the opening of a book called A Clockwork Orange. It was latter made into a film by Stanley Kubrick with music by Wendy Carlos. This song is a remix of The Music of the Funeral for Queen Mary which a cover of served as the main theme of the film.
Brilliant film and book. I highly recommend watching it and reading the book.
