Yes, that's right. Usually provide one or two orders of magnitude better synchronisation. It (or an equivalent) will override the Windows time server automatically, otherwise you can get a steady drift.
I only mention it as I was one of the very few people I have read about who had issues with Dim.4. It would work for me for a few days but then stop time syncing and I could never work out why. The Meinberg has been faultless though.
I do recall you having a problem and wondered whether it might be because you had set your computer to the US timezone?
Good to have the Meinberg alternative though; I did notice no direct mention of Windows 10 support on the Dimension 4 site, but then most standard Windows 7 programs run fine without change or maybe the web page just hasn't been updated.
