Hi tradestation18,

your variables are only updated at the end of the bar, so what you see can simply be a reflection of that i.e. your targets are using the previous bar's Close. That's why I suggested using the print reserved word to help you in tracking this down and know for sure - any other way of debugging your code would work, too of course.
