what's that thing that's pulsating rings off to the right?
Booster stage after separation. This is one of the first times we have had this kind of shot. Usually it is over the ocean off Pacific so we don't get this kind of angle and view.

yeah but those rings pulsating off it doesn't make sense after it has separated, what purpose do they have when it's not even attached to the rocket?

It's the exhaust of the rocket, it is tumbling causing it to appear that way.
