Something is very wrong, as that dialog is a standard windows dialog that any app can use. I have used it many times in apps, and have never seen anything like what you are talking about. It is almost like windows is preventing you from entering three digit numbers because you can not support the colors. Can you drag the color around on the color swatch and get the numbers to update to three digit numbers? If not, then something is wrong with your graphics subsystem.
You should be able to see the same behavior in other programs like paint. Bring up "paint" from your start menu, then on the ribbon, do edit colors, which will bring up the same dialog box. Does it work in paint?
Hmm, you are on to something. Yes, I can drag around on the color swatch and get the numbers to change to three digits, but I have the same problem manually typing them to three digits in Paint.
I am on Win7 64, using 32bit colors, integrated intel graphics for the laptop screen, and nvidia quadro 1000m discrete for an external display. Thanks for the links/search, clearly a system issue on my end, will look for similar.
