I don't think that you're a witchfinder and I do believe your intentions are good. I do respect you and your decisions and I appreciate your willingness to offer your time to explain your reasoning. Hat's off to you not only for your contributions to this to community, but also for your contributions to society. It doesn't go unnoticed.
The great thing is that nobody is forcing you to hire that roofer and you are free to determine if he offers anything of value to you. If not, you are free to move on.
The wisest thing would seem to be to assume vendor status for anything that has any possible promotional aspect. That would simply eliminate all these issues, and bring it all under the normal vendor non-promotion rules.
