Since writing the above,
I came across "OEC One Link" - which looks able to
communicate between two instances of the OEC platform. 
My software abilities aren't sufficient to say if that's the
case - or whether it's ready for use or would require
further programming.
Another term they use is "OEC One Link ® Remoting".
