I registered with a canadian IA whose name and ID i would have to look up on some backups, as it was 2 years ago (Henry?!?, in the email). Not all IAs are accepted for every country due to different regulations. Those who didn�t know about the commissions rebate feature during their signing up maybe want to try setting up an account on the dukascopy europe branch or vice versa swiss branch.. maybe they accept that for a new account as they don�t permit setting up/changing an IA on the existing account. Maybe that could be a solution for those on the forum, who have signed up already. Just try, no risk involved but some chat with the account manager of the other branch.
