I believe that the discount of the futures contract for NQ versus the cash index is calculated by adding interest and subtracting dividends payable on all the underlying stocks over the life of the contract. Since interest rates have been historically low, the futures have been trading at a deep discount. As interest rates rise the futures to cash discount will narrow, and eventually as interest rates continue to rise the futures might turn out to be at a premium to the cash equivalent index.
