I am trying to write a strategy that will place a dot over a bar, only if the bar closes within the top 25% of that bar. I know this sounds like it should be a straightforward thing to do, but I can't find any posts on how to do this with TradeStation.

Bounty gave you 99% of it, but if you're new to Tradestation, you may need the rest of it..

(Right click on the chart) Go to "format study settings", set the "type" to "Dot", increase the thinkness, so it's easier to see, set "scaling" to "same as instrument", and properties to data1.. that should do it...
If you study easylanguage, you'll see how powerful it is and you can create just about anything that you can imagine..don't be afraid to try... that's how we all learn..
