Right. I accessed the site as a logged-out user, which is what I understood @xplorer did, and I got this:

It would vary based on exact timing and exact page visited, because the underlying issue is trouble with the way the CSS is being cached (poorly by vBulletin).

Let's see if my new fix solves it permanently.

Work in progress. Several underlying core changes going on here, will finish in next couple days. Enhancements for ways vendors will be displayed, sponsors, as well as Market Wizards and Elite Members.

I got the same as Bobwest when not logged it.
Looks ok.
