is there a way to create that sort of screen in TOS?

Try:

input pct_from_Tenkan = 5;
def Tenkan_Val = reference Ichimoku().Tenkan;
def pct = pct_from_Tenkan / 100;
# use in scans
plot Tenkan = close <= Tenkan_Val * (1+pct) and close >= Tenkan_Val * (1-pct);

# for custom indicator (not tested)
#plot Tenkan = Tenkan_Val;
#plot Upper_Tenkan = Tenkan_Val * (1+pct);
#plot Lower_Tenkan = Tenkan_Val * (1-pct);
