It sounds like there is a misunderstanding. They do restrict their license to just a few brokers. For example Interactive Brokers, TDA ameritrade,Onanda, Forex.com, trade station, etc.
If you have a single broker license then you can have your license key assign to any one broker. If you decide later to use a different broker (that is on the list) you can have it switched to any other broker (on the list). For example, if you start with trading just futures you can use NinjaTrader brokerage. If you later decide you want to trade stocks then you can ask them to switch the license to Interactive Brokers or TDA.
If you have a multi broker license then you can connect to multiple brokers at once, so perhaps NinjaTrader for futures and TDA for stocks.
