It's on every page, because our most frequent members usually are reading long threads, not just brand new threads. So I wanted them to see this block as well.
Hrrrmm interesting, I've got a couple of threads up, and it appears to only be showing up on the first page of the thread (unless I am doing something wrong lol..)
edit: doing some testing
edit edit: Yeah, I only see it on the first page of a thread. My thread display settings are set to show the maximum number of posts per page (40.) Not sure if that would change anything.
Let me know. For example, in this changelog thread, your second to last post is the top of this page --- and the new block appears below that, and above my first reply.

If I change "Number of posts to show per page" to anything other than "Use Forum Default" the best threads window only appears on the first page of the thread.
...and that setting is going straight back to 40 lol...
LOL well if ya gotta take it away, I understand... just hate having to click over to the next page so often. If there were a setting for 100 posts I would go for it Looks like default is 10.
I'd say for .0012% of the readership, it's really not a big deal Mike. Not trying to make more work for you, and not like you don't have more pressing issues to address
