After posting the above, I remembered there is a bug in the way Preview Post handles usernames. The system does not use the "@" sign to check a username in Preview, but only does this when the post is finally posted. So sometimes misspelled usernames find their way into the final text. In this case, Preview is not giving a good view of what will post.
Example:
1. As a test, I will incorrectly spell your username, making it one word instead of two: @BigMike
2. Now I will correctly spell it as two words: @Big Mike
When seen in Preview Post, they both look exactly the same -- neither is printed in the underlined italic bold that says the system has found the username and will send a mention notification. When posted through Submit Reply, the correct one is underlined but the wrong one is not.
This is not part of your question, but I have meant to bring it up.

I still get this. Yesterday the menu on the left overlapped the current window, which I'm not seeing here. But in UserCP > Subscriptions, there are still these mystery envelope icons, circled in yellow, and some very dark text, just barely readable, none of which belongs here.

There's a lot of things on these UserCP pages! I tried to be sure I looked at them all. I can't remember what they had before, so I was just looking for anything that seemed out of place.
I see the envelopes only in one other selection besides subscriptions, under Moderation, which I assume is not visible for non-mods:
I did see something else that looks odd on UserCP > Settings and Options > Edit Signature, at the bottom, right below Signature Picture. I don't think these "Signature Permissions" belong here, and they aren't editable in any case:
These are all I saw when I went looking.
