Use free software named Audacity. Set it to record.
Type in your text and click SPEAK. You will hear the audio alert you
are creating over your computer's speakers. If everything is set correctly
in Audacity it will have recorded your streaming audio. (Do editing to file.)
Export it to the Desktop, or where ever, as a WAV type file and place in Sound
directory.
I've left out a few steps of course, but I can possibly help someone on this if
there is some interest in it.
Seems like you have an extra step and more effort than needed. Why not just download the voice as a wav file? It gives you the option to play or download, yes?
Correct, you can download the wav files directly and use them with NinjaTrader.
The personal use is license free. I have purchased a license for the software Natural Reader in order to be allowed to use the sound files commercially. It is the same voice from ATT, which is one of the best synthetic voices currently available.
