UserCP -> Edit options -> Default Thread Subscription Mode

This is for replying to threads or starting new threads.

Currently, when you click "Follow" at top of thread you are reading, it is making an instant notification subscription and not respecting your default value. I need to work on that change, which is a bit of major change but I will do it.

Redo the mobile version of the website so it will automatically respond to different device types, screen size/resolutions, and screen orientation.

Yes, this was the main reason behind the initial push to move to IPB 4 in the new framework. Hundreds of man hours, thousands of dollars spent on that. But I am halting that for now and yes, I currently have about 10 tabs open dedicated to trying to get a responsive design -- something that is near impossible with vb3, but I will do it.
