anyone know how to put dots on hi lo chart? I want the dots to show the close on the bar.

Just code a simple indicator, which displays the close. Then set the plot to PlotStyle.Dot via indicator dialogue box.

add a moving average indicator, set it to 1, base on close, set line to dot.

Indeed, a SMA with the period 1 is the Close. You can also edit the SMA, then delete the whole stuff that you find within the bracket of OnBarUpdate(), replace it with Value.Set(Close[0]); and save it under a new name, for example CloseDots, then compile via F5.
