Would someone fill me in on what is taking place during the trading halts at 3:15 and 4:15?

I was wondering why they needed both time slots to clear the books for the start of the globex session ...

I think there is a general technical break from 4:15 to 5:00 PM, as all trading is halted during that time.

In November 2012, the start of the Globex session for index futures was shifted from 3:30 PM CT to 5:00 PM CT.

I agree with you that there should be no requirement to maintain the break from 3:15 PM to 3:30 PM.
