Dll in the indicator down loads

I have found two indicators in the down load selection that are dll, i was under the assumption this was a big no no here?

Is that the case? or is it now okay to post dll's?

Is that the case? or is it now okay to post dll's?

Provide links. DLL's are not OK, with one or two exceptions out of 50,000 users.
